Fully Funded Emirati Students for Community Colleges: Understanding the RizeUp Scholarship Program

Our webinar, which went live on July 17, 2024, provided valuable insights into the RizeUp Scholarship Program. Hosted by Simpled alongside Lone Star College, which currently has a significant number of Emirati students enrolled through the RizeUp Scholarship.

What is RizeUp Scholarship?

(It is also known as The Khotwa Program)

H.H. Sheikh Khaled bin Mohamed bin Zayed Al Nahyan

The RizeUp Scholarship was introduced in September 2022 under the directives of H.H. Sheikh Khaled bin Mohamed bin Zayed Al Nahyan (Chairman of the Abu Dhabi Executive Office). Launched by the Abu Dhabi Department of Education & Knowledge (ADEK), the program features a substantial AED 1.9 billion investment (US$520 million).

In 2023, 140 Emirati scholars began their higher education studies at community colleges in the US and Canada. Currently, Khotwa supports 694 participants, bringing the total number of enrolled students to 1,146 through September 2024. The program offers up to one year of ESL (English as a Second Language) training abroad, followed by two years at a community college and two years at a university. Its goal is to help students reach their full potential, contribute to Abu Dhabi’s knowledge-based economy, and empower those who have not previously benefited from scholarships to study internationally.

Khotwa's aim is to provide quality education opportunities for 6,000 Emiratis by 2028.


In 2023, the programme strengthened its global scholarship partner network after collaborating with community colleges in Australia and New Zealand.


What is the eligibility criteria for community colleges who want to become part of this program?

  • They should be partnered with degree granting universities

  • They should operate their own English Language Programs

  • Offer homestay accommodation for visiting students

  • Colleges should offer industry competitive academic programs like science, agriculture, engineering etc
